Eureka Road Reconstruction

This project was completed in August 2025. 

Background

Improvements to Eureka Road have been in the City's Capital Improvement Plan for many years. The City Council authorized a scoping study in January 2023 to define the scope, costs, and expectations for a project. In the fall of 2023, the City prepared an online storymap and hosted two informational meetings regarding different options for improving Eureka Road. Residents provided feedback about various options ranging from a simple overlay to a full reconstruction of the road with a sidewalk.  In 2024, the Council concluded that Eureka Road N would be part of the 2025 mill & overlay project, including limited curb work to address drainage issues. 

The City of Shorewood authorized the preparation of plans & specification of the 2025 Mill & Overlay on December 9, 2024 (PDF), which included Eureka Rd. Final plans and specifications were approved by the Council for bidding on March 10, 2025 (PDF) and the low bid was awarded April 28, 2025 (PDF).  

The 2025 Mill & Overlay project includes streets that have poor pavement ratings and implement recommendations from the pavement management plan. In addition to Eureka Road, streets included in the 2025 mill and overlay project are: Orchard Circle, Portion of Wild Rose Lane, Sylvan Lane, Smithtown Circle, Portion of Country Club Rd, Portion of Yellowstone Trail, Shorewood Oaks Drive, Oak Leaf Trail, Maple Leaf Circle, Burlwood Court, Boulder Bridge Drive, and Boulder Bridge Lane.

Project Purpose

Eureka Road will have the pavement improved from Birch Bluff Road to Smithtown Road. The project is also an opportunity to make other improvements to curbs, utilities, stormwater runoff, and other related issues. 

Background

This work has been budgeted for in the Capital Improvement Plan and will utilize a combination of Street Reconstruction Fund, Water Fund, Stormwater Management Fund, and Municipal State Aid (MSA) Construction Funds.
