Utility Billing
The three utility funds (water, stormwater, sanitary sewer), as well as the recycling fund, are considered enterprise funds. This means that those functions operate as businesses and the rates that each of the funds' charges are expected to cover the expenses. It is important to note that property taxes are not used to support the activities of the enterprise funds. Those activities include operations, capital expenditures, and debt service (if any.)
Residents are billed quarterly the first week of January, April, July and October for utilities. Bills are due by the end of the billing month. Residents may mail payments to city hall, use the 24-hour drop-box at city hall, drop the payment off in person, make a one-time payment online, or sign up for autoPay.
The City of Shorewood offers online utility bill payment services by credit card. There is no added fee to charge your utility bill payment. To set up your account, have your bill and account number available and click on the utility bill payment button. Follow the instructions.

Municipal Water
Water meters are read each quarter and the amount used is rounded to the nearest 1,000 gallons of usage and billed accordingly.
- $32.51 per quarter base fee (where water available)
- $1.75 per 1,000 gallons for first 5,000 gallons
- $5.75 per 1,000 gallons in excess of 5,000 gallons up to 25,000 gallons
- $8.65 per 1,000 gallons in excess of 25,000 gallons up to 50,000 gallons
- $10.35 per 1,000 gallons in excess of 50,000 gallons
Sanitary Sewer
- $184.93 per quarter (residential)
Recycling
- $19 per quarter per household
Stormwater Management
The residential rate is determined by lot size.

The City of Shorewood negotiated with CenterPoint Energy in 2017, and Xcel Energy in 2018 to establish franchise fees. They will appear as a line item on your bill as “City Franchise fee”. The fee is $4 per month for each utility for those with single-family type meters. The City Council has committed that these funds be dedicated for street improvement projects and stormwater improvement projects.
Residents who meet 50% or less of the area median income (adjusted by household size as determined by HUD) may qualify for a reduced water and sewer service charge rate. Income determined by household size is referenced below.

The City of Shorewood offers rebates for the purchase of WaterSense® certified toilets, smart irrigation controllers and irrigation spray sprinkler heads, as well as Energy Star® labeled clothes and dishwashers.
Residents can submit a rebate application along with copies of receipts and photos of installed products to receive money back on their purchases at shorewoodmn.gov/rebates.
